Since Ive had so many questions regarding HB 13 and funding to reduce class size, I thought I would take the opportunity to address the issue.
The class size restriction was an attempt to limit the number of children in the most crucial grades, K-3. Studies have shown that smaller size produces better outcomes in these lower grades.
These positions were fully funded by the North Carolina General Assembly. No cuts were made, funding was increased to add these additional teachers to cover class size reductions. Approximately $100 million was added from state funds to cover the reductions in class size.
Now I understand that some districts are preparing to eliminate some PE, art and music teachers because of the reductions. These positions should have no bearing on the teachers in lower grades. In other words, if you had PE, art and music teachers before the class size reductions, you should have them now. None of these positions were affected.
I visited a school in my district and witnessed all of the classrooms had more students in these classrooms than were permitted. We are in the process of trying to learn how this keeps happening. Funding is continually increased to cover requirements but somehow never gets to the classroom. This is absolutely unacceptable.
Our children deserve better and our teachers certainly are overworked. I will continue to advocate on behalf of our children, parents and teachers. Hopefully, we will find answers.
